Yes, it can. To suspend the delegation you need to:
- log in to "Manage your account" at https://www.nic.ru;
- in the menu choose "Services. Review and update data → My Domains";
- select the domain to be suspended;
- click on the link with the domain name in the "Domain" column;
- click on "Update DNS-servers";
- in section "Specify DNS manually" make all fields empty;
- click on "Save changes".
