Contractor - Joint Stock Company "Regional Network Information Center", acting as the Registrar.
Customer - state authorities of the Tatarstan Republic, other state bodies of the Tatarstan Republic , management authorities of state non-budgetary funds, local administration authorities and state institutions of the Tatarstan Republic who applied for .TATAR domain name registration service within the Limited registration period for state needs.
Registry - the central database of a corresponding gTLD, which contains information about registered domain names and corresponding DNS servers, as well as other information required for the registration and delegation of domains.
Registry Operator - the legal entity responsible for the operation of Registry and providing access to the Registry for Registrars so that they can provide domain name registration services under New gTLD Program.
Registrar — any legal entity accredited by ICANN or another authorized party including gTLD Administrator to provide domain name registration services in top-level domains under New gTLD Program and ensuring transfer of the required information to the Registry.
Registrant - the person whose name the domain name is registered in. Registrant is specified in the "Registrant" field in Whois information of the domain name. The Registrant field is filled based on information provided by the Registrant during domain name registration. The Registrant is solely responsible for the accurate and timely provision of registration information, which includes mandatory and optional information specified in clause 5 hereunder.
Order - a Customer's address to the Contractor in the format established by the Contractor containing all necessary data for domain name registration.
Limited Registration (Limited Registration of .TATAR Domain Name) means registration of second-level domains not on the first come – first served basis, but conducted prior to the General Availability phase, exclusively under the terms and conditions of .TATAR Limited Registration Schedule for State Needs (hereinafter referred to as "Schedule").
Auction Regulations – document approved by the Registry Operator describing the rules and procedure of auctions, the valid version of which is available on .TATAR Registry Operator's official website at: http://domain.tatar/.
2.1. This Schedule defines the terms and conditions at which state authorities, other state bodies, management authorities of state non-budgetary funds, local administration authorities and state institutions of the Tatarstan Republic have a priority in obtaining .TATAR domain name registration services.
2.2. The Contractor is the Registrar accredited by ICANN and Registry Operator of the .TATAR TLD for delivering .TATAR domain names limited registration for specific user categories.
The Contractor shall conduct its business under the .004/TATAR Registry-Registrar Agreement dated 24.09.2014 entered into by and between the Contractor and Coordination Center of Regional Domain of Tatarstan Republic, which is a Registry Operator and Administrator of .TATAR gTLD.
2.3. In any respects, which have not been regulated hereunder, the Contractor and the Customer shall be governed by the below documents:
2.4. Changes into this Schedule regarding introduction of new and (or) additional services take effect from the moment of their publishing on the Contractor's web server.
2.5. An order for Limited registration serves as Customer's full and unconditional consent with:
a) all the terms and conditions of this Schedule as well as the procedure of its modification;
b) the rules and policies of the .TATAR Registry Operator published on the Registry Operator's official website http://domain.tatar/users/documents.php/.
c) all rules, policies, standards, procedures and methodologies approved by ICANN with respect to appropriate top-level domain, including:
2.6. The service order serves as Customer's consent to pay for the service at the prices valid on the date the order execution is started. The service order is made by the Customer on the Contractor's web server in "Manage your account" panel.
2.7. Customer agrees that any information the Customer provides by filling in applications and other documents, including those in an electronic form, under sections of these documents marked as "open", will be placed by the Contractor on the search engines and will be open to the general public. A list of the information that will be made public and information that may be made public with the Customer's consent is available on the Contractor's website.
2.8. A service is provided to the Customer based on the Agreement with the Contractor as long as there is an Order for the service and all the relevant requirements of this Schedule are met.
2.9. The Contractor is entitled, at its own discretion, to make changes into this Schedule by notifying the Customer thereof via communication channels. The Contractor undertakes to publish the specified changes on the Contractor's web server at https://www.nic.ru.
The Registrar shall notify the Customer of any modifications, amendments, updates or new versions of this Schedule not later than one (1) business day after the Registry Operator enters any changes under procedure set forth by this Schedule.
2.10. The Registrant shall indemnify the Registry Operator (including its directors, officers, employees, and agents) from and against any and all damages related to or arising out of Registrant's operations with respect to domain name registration or use, including, but not limited to, renewal, deletion and/or inter-Registrar transfer of such domain name.
2.11. The Registrant shall abstain from distributing malware and abusively operating botnets, engaging in phishing, piracy, trademark or copyright infringement, fraudulent or illegal practices, or otherwise engaging in activities prohibited by the laws in effect in the Russian Federation. Otherwise, domain name delegation may be suspended for the Registrant.
2.12. The running of the time period established by the present Terms and Conditions shall be determined in accordance with the civil law of the Russian Federation. Moscow time is used for the time frames.
3. Terms and conditions, procedure and deadline of limited registration
3.1. The right to limited registration of .TATAR names registration will only be provided to the state authorities of Tatarstan Republic, other state bodies, management authorities of state non-budgetary funds, local administration authorities and state institutions of the Tatarstan Republic.
3.2. Limited registration shall be performed in respect of a domain name in .TATAR gTLD meeting the following requirements:
a) domain name has no characters other than Latin symbols (a-z), Arabic digits (0-9) and a hyphen (case insensitive);
b) domain name contains at least 3 (three) and not more than 63 (sixty three) characters;
c) domain name starts and ends with a digit or letter; and
d) domain name has no hyphens in third and forth positions (for example ab--cde.tatar).
e) domain name corresponds to:
3.3. The Customer (Administrator) is solely responsible for the selection of the domain name and possible violations of any third parties' rights in connection with the selection and registration of the domain name, and is liable for the costs of such violations.
3.4. RU-NIC shall perform for a domain name registration at the Sunrise Registration Period the following actions:
3.4.1. check, whether the Customer has domain name registration rights for the period of limited registration for trademark / service mark exclusive owners based on documents and data submitted by the Customer;
3.4.2. RU-NIC is obliged to review the Customer's request within 10 (ten) business days since the date of receipt of the request and the documents envisaged by this Schedule for the appropriate category of users, if such were requested by RU-NIC. Following the Customer's request review results, RU-NIC shall be under obligation to submit a domain name registration confirmation or submit a motivated rejection before the above period expires.
3.4.3. If the Customer has the right to a limited domain registration:
3.5. If two or more registration applications meeting all the requirements are received for the same domain name during the selected period, .TATAR Registry Operator will submit such applications to a private auction.
3.6. The private auction procedure for the right of second-level domain administration is established by the Registry Operator of the appropriate TLD in the auctions schedule. The auction schedule is available on the Registry Operator's website http://domain.tatar/.
3.7. For a domain name sunrise registration, the Customer shall be obliged to:
a) submit a request for Limited domain name registration to the Contractor. The request form is available on RU-NIC's web-server;
b) provide upon the Contractor's request clarifications, information, materials, data, details, documents, etc., confirming that the Customer meets the requirements set forth in item 3.1. hereunder. Copies of the documents shall be certified by the signature of the authorized person and Customer's seal;
c) provide upon Contractor's request other information, materials, data, details and/or documents required for the Contractor.
3.8. The requests for limited registration of .TATAR domain names for the state needs are accepted from 05 November 12:30 MSK to 25 November 11:30 MSK.
3.9. The form, terms, procedure and the method of application submission and presentation of information, materials, details, data and/or documents, as well as terms for receipt and processing such requests are determined by the Contractor. The Contractor is entitled at any moment to request additional documents, materials and data.
3.10. For the validity period of this Schedule, Registrant shall not be entitled to:

Registration term of any domain name registered during the Limited Registration Period for the needs of the state authorities of Tatarstan Republic, other state bodies, management authorities of state non-budgetary funds, local administration authorities and state institutions of the Tatarstan Republic is one year. The renewal period, together with the present registration period that has not yet expired, cannot constitute more than 10 (ten) years. Domain name registered within the Limited registration period for specific user categories under the New gTLD program upon expiry of domain name registration term will be renewed under procedure determined by Schedule 1/30-2 to the Multiple Services Contract.
3.12. If, upon fulfillment of all the terms specified in clauses 3.1., 3.2., 3.7., 3.8 hereinabove, the corresponding Registry will contain information that at the time when the order for .TATAR Limited Registration for Specific User Categories was submitted, the Trademark Clearinghouse already had a Domain Name Label matching the requested domain name, the Contractor will notify the Customer thereof via e-mail. The Customer shall within 48 (forty eight) hours since submission by the Contractor of the Notice confirm that he/she agrees to submit the Order for such domain name within the Limited registration period.
3.13. The service of Limited registration for specific user categories may not be provided, and the domain name may not be registered in the following cases:
a) the domain name is subjected to court trial, provided the Contractor has appropriate evidence therefor;
b) the domain name registration is in contradiction of the Terms and Conditions for Domain Names Registration established by .TATAR Registry Operator;
c) the domain name has already been registered;
d) domains registration in the top-level domain for the limited registration period for specific user categories has not launched yet, suspended, or completed;
e) domain name is included into the list of reserved domain names;
f) previously provided information is not confirmed and/or additional information is not provided within the term specified by the Contractor in the respective request;
g) The Customer fails to meet the Terms and Conditions;
h) in other cases likely to cause third parties' rights violation as deemed by the Contractor;
i) in other cases likely to hinder domain name registration based on a Customer's preorder request.
4. Cost of services and payment procedure
4.1. The fee for Limited domain name registration under the New gTLD program is given in Pricing (Addendum 1 to Schedule 1/30-1 and Addendum 2 to the Multiple Services Contract).
4.2. Paid Orders for Limited registration of .TATAR second-level domain name are submitted to the Registry Operator for the Limited domain registration period specified in item 3.8. hereinabove.
4.3. The cost of deposit and fee of .TATAR second-level domain name should be paid in case of domain name submission to the auction by the Registry Operator as per clauses 3.5, 3.6. hereinabove and the documents describing the terms and procedure of auctions, which current version is published on Registry Operator's official website http://domain.tatar/.
4.4. The Contractor will provide the Limited registration service for specific user categories to the Customer after the sufficient amount of money is reserved in the Customer's Personal account. Money that is allocated for a service cannot be used to pay for other services.
5.1. The domain name registration effected within the Limited registration period will be canceled by the Contractor, if it reveals any violations of the terms and conditions, and/or if it reveals that any information provided by the Customer under clauses 3.1., 3.2., 3.7. hereinabove is inaccurate.
6.1. All actions related to the domain names, which have been/are being registered within the Limited registration period, shall be performed under the Schedule version in effect as per the date of performing any such actions.
6.2. Since the date of domain name registration conducted within the Limited registration period, the provisions of the Landrush and General Availability Registration Schedule under New gTLD Program (Schedule 1/30-2 to the Multiple Services Contract) shall be applicable to the registrant of the registered domain name.
