A Domain is an area of the Internet hierarchical name space, which is denoted by a unique domain name, served by a set of Domain Name Servers (DNS), and administered autonomously by a Registrant. Each registered domain name is assigned to a single Registrant.
The Registry is the database of the second level domain, which contains information on the registered third-level domain names and their Registrants, and other information required for the third-level domain registration.
Second-level domain Sponsor is a legal entity or an individual in whose name the domain is registered.
The Registrar is a legal entity that registers third-level domain names and delivers to the Registry required information about the Registrant and the domain name.
The Contractor is Joint Stock Company "Regional Network Information Center" (RU-CENTER). The contractor's web server is located at https://www.nic.ru/ (hereinafter referred to as the "Contractor's web server").
A Partner is an individual person or legal entity that has signed a Multiple Services Contract.
A Customer is a Partner.
The registration of a third-level domain name (Domain name registration) means entry of the information about a third-level domain name and its Registrant in the Registry by a the Contractor following an Applicant's Application. A third-level domain name is considered registered from the moment the information is entered on the Registry. Domain name details are stored in the Registry hroughout the domain registration term until "paid-till" date specified in the Registrar's Whois-service. The registration of a third-level domain can be repeatedly renewed for another term that is a multiple of one 1 (one) calendar year. The registration of a third-level domain name may be canceled earlier in the cases provided for in this Schedule.
The third-level domain Registrant (hereinafter, the "Registrant") is the person in whose name the third-level domain is registered. The third-level domain Registrant defines the rules and order of using this domain name, is responsible for selecting the domain name and for possible violations of the rights of any third party in connection with the selection and use of the domain name, and is liable for the costs of such violations.
The Administration of a third-level domain means determination by the third-level domain Registrant of the rules and order of using the third-level domain name, management and technical support of the domain operation.
Cancellation of registration is removal of the information on a third-level domain name and its Registrant from the Registry.
Third-level domain delegation is placement and storage of the information about a third-level domain name and its domain name servers (DNS servers) on the root DNS servers of the RU domain, which enables the operation of the third-level domain on the Internet. The delegation of a third-level domain is only possible during the registration term of this domain.
An Application (Order) is a request of an Applicant to the Contractor which is made in the form ipulated by the Contractor and contains information required for the registration (registration renewal) of a third-level domain name.
Customer's Contract Account is a record of the Customer's payments to the Contractor as a Registrar, as well as the Customer's expenses for services provided by the Contractor. Any payment made by a Customer is added to the Personal Account of the Multiple Services Contract after the money has been credited to the Contractor's bank account and the Contractor has received from the bank a document identifying the payment.
Allocation of Funds on Customer's Contract Account — reservation of an amount on the Customer's contract account for the purpose of its further withdrawal for service delivery or renewal. The funds reserved for the service delivery or renewal may not be used for payment of other services.
Electronic payment system (e-payment system) is a system of software and hardware infrastructure, which ensures information and technical cooperation between the system’s participants when financial transactions are made between the Customer and the Contractor via Internet.
2.1. 2.2. The Contractor performs registration of domain names in NET.RU, ORG.RU, and PP.RU pursuant to the Accreditation Agreement No.1 dated January 30, 2015, entered into by and between the Contractor and the Administrator of such second-level domains - ANO "MSK-IX".
2.3. A Customer agrees that any information the Customer provides by filling in applications and other documents, including those in an electronic form, under sections of these documents marked as "open", will be placed by the Contractor on the search engines and will be open to the general public. A list of the information that is bound to be published and published with the Customer's consent, can be found at the Contractor's Web server at https://www.nic.ru/.
A service order serves as the Customer's full and unconditional consent with the terms of this Schedule.
An order for registration of third-level domain names in NET.RU, ORG.RU, and PP.RU serves as the Customer's full and unconditional consent with the terms of this Schedule and with the Domain Name Registration Policy for .PP.RU, .NET.RU, .ORG.RU published on the website of ANO "MSK-IX" at http://www.msk-ix.ru/infocenter/docs.html (hereinafter, the "Domain Name Registration Policy for .PP.RU, .NET.RU, .ORG.RU").
An order for registration of third-level domain names in COM.RU, EXNET.SU, RU.NET serves as the Customer's full and unconditional consent with the terms of this Schedule and with the Third-Level Domain Name Registration Policy published on the website of the Administrator of such second-level domains - the Foundation for Assistance for Internet Technologies and Infrastructure Development at http://en.faitid.org/sites/default/files/policy_registration_ver1_eng.pdf (hereinafter referred to as the “Third-Level Domain Name Registration Policy”).
A service order for a service indicates that the Customer agrees to pay for the service at the price effective at the date the processing of the Order begins. Service fees are defined in Addendum 2 to the Service Agreement and Addendum 1 to this Schedule published on the Contractor's web server.
2.4. A service of third-level domain name registration is deemed provided from the moment the information on the third-level domain and its Registrant is entered on the Registry.
2.5. A service of renewing the registration of a third-level domain is deemed provided from the moment the information on the renewal is entered on the Registry.
2.6. A Customer shall follow requirements of Terms of Use which are available at the Contractor's server https://www.nic.ru/about/en/servpol.html. The Customer agrees that he could be affected by consequences of actions applied by the Contractor for prevention of the adverse effects of third party activity impairing the operation of the Contractor Service system. In its actions the Contractor follows provisions of Terms of Use and guarantees the minimization of such adverse effects to the Customer.
3. Registration and Delegation Terms
3.1. Registration Terms
3.1.1. The Contractor registers a domain name upon receipt from the Customer an Order which is ready to be processed in accordance with Addendum 3 to the Multiple Services Contract. Domain name information is to be stored in the Registry for the period of 1 (one) to 10 (ten) years, a multiple of 1 (one) year. Third-level domains in NET.RU, ORG.RU, and PP.RU shall be an exception, as the total registration term in those shall not exceed 1 (one ) calendar year.
3.1.2. A third-level domain name cannot be registered in any of the following cases:
3.1.2.1. The third-level domain name has already been registered.
3.1.2.2. The third-level domain name has been reserved, blocked, registered or otherwise allocated or included into a stop list by the Administrator of second-level domains before the application process;
3.1.2.3. The third-level domain name does not meet any of the following requirements:
3.1.2.4. Subject to the section 3.3.3 hereof.
3.2. Delegation Terms
3.2.1. A third-level domain may only be delegated with the DNS servers list specified by the Customer after receiving positive results of a validity check on the domain name servers (primary and secondary DNS servers) that, as specified by the Customer, hold the configuration files of the third-level domain.
The DNS servers specified by the Customer must have reliable connection to the Internet. A "reliable connection" implies that the total time for which the server is not connected to the Internet does not exceed two hours a day. These servers must be maintained in conformity with the requirements of the international standards RFC-1032, RFC-1033, RFC-1034, RFC-1035 and RFC-1591.
If positive results of the validity check on the third-level domain name servers are not received within 4 (four) calendar days, the check is ceased. The procedure of testing the DNS servers can be initiated again by the Customer using the Contractor's Web interface.
3.2.2. The information on third-level domain name servers must correspond to the current state of the network.
3.2.3. A third-level domain name in NET.RU, ORG.RU и PP.RU may only be delegated after communication with the Registrant through text messaging (SMS) is tested successfully.
3.2.4. In the case of any breach of the provisions in the sections 3.2.1., 3.2.2., or 3.2.3. hereinabove, the Contractor may suspend the delegation of a domain at any time during the registration term. The delegation can only be resumed after the breach is corrected.
3.2.5. If DNS servers for a third-level domain are not specified, HTTP query to the domain may be redirected to the Contractor's service page to notify about unavailability of the requested page. The Contractor may accommodate on the service page other Contractor's or third party materials in any way not contrary to the laws in effect in the Russian Federation and the Multiple Services Contract. The Customer is entitled at any moment within the domain name registration period to specify another page for redirection or cancel redirection to the Contractor's service page in "Manage your account" panel.
3.3. Special provisions
3.3.1. Registering a third-level domain name a Customer provides to the Contractor's database the information on the Registrant (fills in an application form), selects and registers individual administrative and technical passwords, informs the Registrant on the passwords and the number of Registrant's form assigned by the Contractor.
3.3.2. All provided by the Customer information concerning the Registrant must be true and up-to-date, current, accurate, and complete. If there is any doubt about the authenticity of the information concerning the Registrant provided by the Customer for the third-level domain name registration, the Contractor may demand confirmation of the data and/or request additional information during the entire term of the registration. Such requests are sent via e-mail to the Customer's contact address.
3.3.3. If the previously provided information is not confirmed and/or additional information is not provided within the term specified by the Contractor in the respective request, the Contractor may:
a) reject application for new third-level domain name registration for such Registrant;
b) suspend the delegation of such Registrant's third-level domain names;
c) reject application for renewal of such Registrant's third-level domain names;
d) reject such Registrant's request for third-level domain names transfer to another person or request for domain names transfer to another Registrar.
The said restrictions could be canceled within 3 (three) working days after receiving the required information.
If the required information is not provided within 60 (sixty) calendar days from the moment of suspending the Contractor is entitled to cancel registration of the Registrant's third-level domain names, except for third-level domains in NET.RU, ORG.RU, and PP.RU.
3.3.4. To transfer a third-level domain name to another juristic or natural person, to cancel a third-level domain name registration upon the Domain Registrant request the Customer must provide the Contractor with documents which are published at the appropriate sections of the Contractor's web-server. All Domain Registrant identifying data specified in the provided documents must be identical to the data specified by the Domain Registrant while registering in the Contractor's database, or changed by the Customer pursuant to the procedure set forth by the Contractor.
3.3.5. If Registrant's identification data prove unauthentic, the Contractor is entitled to suspend the domain name immediately notifying the Registrant thereof by e-mail.
3.3.6. The Contractor is entitled to suspend any domain delegation immediately for the purpose of engaging in any activities prohibited under the laws in effect in the Russian Federation, including damage to third persons, propagation and advertising of pornographic materials, appeals to violence, pursuing any extremist actions, overthrow of power, et al., as well as any activities running counter the public interest or the principles of humanity and morality, or offending the human dignity or religious feelings, etc. It is understood that the Contractor shall be entitled to assess all on its own the Registrant's activities as to these infringing upon the laws in effect, including any cases, when the definition of any such actions is not vested in the legally enforceable enactments. The pornographic material definition is published on the Contractor's website at: https://www.nic.ru/dns/service/hosting/en/moral_standards.html.
3.4. Cancellation of third-level domain name registration before registration term is expired
3.4.1. The registration of a third-level domain name is terminated before the expiry of the registration term in the following cases:
a) by reason of the Registrant's written request with the exception of cases described in 3.4.2 section of this Schedule;
b) subject to the section 3.3.3 hereof;
c) according to valid court judgment
In such cases, the person whose rights the court has found infringed is given priority in registration of the cancelled third-level domain name. To realize its priority the person shall send a written request to the Contractor's address no later than 45 (forty-five) calendar days after the court decision becomes effective.
d) Subject to the section 3.1.2.2. hereof.
3.4.2. A third-level domain name registration will not be canceled before its expiry term upon a written request of the Registrant in the following cases:
4.1. the Contractor examines Orders for the compliance with the conditions set forth in this Schedule. During the period of examination of an Order the Contractor may request the Customer to provide additional information required for the examination.
4.2. the Contractor's decision to register a third-level domain name or to refuse the registration will be based on a reason provided for in this Schedule.
4.3. If there is any doubt, for a reason specified in this Schedule, whether the registration of a third-level domain is possible, the Contractor may suspend the registration of the third-level domain name for a period of 15 (fifteen) days. After that the Contractor must register the third-level domain or issue a reasoned refusal of the registration.
4.4. If there is a reason for the refusal of registration, the Contractor will inform the Customer about. The impossibility of the third-level domain name being registration and the reason for this refusal. the Contractor, whenever possible, may choose not to refuse third-level domain registration, but to register it in the Contractor's name with further domain transfer person specified by the Customer in the registration order after such person or the Customer satisfies the requirements of this Schedule.
4.5. Subject to clause 4.3. hereinabove, a decision about registration, refusal of registration, or registration suspension is sent to the Customer within 3 (three) working days from the moment the processing of the Order begins.
4.6. Special terms for receipt and processing of the Order for registration of third-level domain name in RU.NET
4.6.1. Third-level domain names in RU.NET shall be registered in the manner set forth in Clauses 4.6.3., 4.6.6., 4.6.7., and 4.6.8. hereof within one of the following registration periods:
4.6.1.1. From 10.06.2015 12.00 noon (MSK), third-level domain names in RU.NET shall be registered pursuant to standard procedure under the terms hereof.
4.6.2. Third-level domain name registration fees in RU.NET for each registration period are specified in Addendum 1 to this Schedule published on the Contractor's web server.
4.6.3. Third-level domain names in RU.NET shall be registered for a period of 1 (one) calendar year during the registration periods listed in Clause 4.6.1. hereof. Such domain names shall be renewed pursuant to the terms hereof.
4.6.4. A service order shall be made by the Customer on the Contractor's web server in "Manage your account" panel. An Order shall be deemed ready for processing and shall be processed, if there are sufficient funds on the Customer's Contract Account to pay for all services listed in the Order.
4.6.5. A service order may be canceled at the Customer's own discretion only until the sufficient funds for the Order execution are reserved on the Customer's Contract Account.
4.6.6. An Order for third-level domain name registration in RU.NET, that is ready for execution within one of the registration periods listed in Clause 4.6.1. hereof, shall be submitted to the Registry for processing at the beginning of such period.
4.6.7. Orders for the earlier RU.NET domain name registration periods take priority over the orders for the later registration periods. The Contractor shall only execute the Customer's Order for the earlier registration period.
4.6.8. All Orders for third-level domain name registration in RU.NET that are unpaid before the launch of a particular registration period shall be automatically canceled. All unpaid Orders for a particular RU.NET third-level domain registration period shall be canceled by the Contractor if the Contractor receives another fully paid Order for such registration period.
5.1. A third-level domain name registration renewal ensures storage of the information concerning the domain name in the Registry for the period of 1 (one) to 10 (ten) calendar years that is a multiple of 1 (one) calendar year.
5.2. The third-level domain name renewal can be made with:
a) the Order for the third-level domain registration renewal submitted by the Customer to the Contractor or
b) "automatic renewal" function.
5.3. Renewal procedure
5.3.1. The Customer may at any time place an order for renewal of the registration of a third-level domain for a period that is a multiple of 1 (one) calendar year, provided that the registration term may not exceed 10 (ten) years (except for third-level domains in NET.RU, ORG.RU, and PP.RU, which may not be registered for more than 1 (one) calendar year).
5.3.2. If the Customer uses the "automatic renewal" function, the Contractor proceeds with the renewal request for 1(one) calendar year thirty (30) calendar days before the expiration date. To use the "automatic renewal" function the Customer has to fill a form in the "Manage your account" panel on the Contractor's web server or to send an http request or e-mail request to the Contractor. The forms of all the requests can be found in the "Manage your account" panel on the Contractor's web server.
5.3.3. The Customer may cancel the "automatic renewal" function at least 30 (thirty) calendar days prior to the domain name expiration date.
5.4. If the Customer does not place an order for domain name renewal, the Contractor will give the Customer a notice of the necessity to renew the registration using the communication channels 2 (two) months prior to the expiration of the registration term.
5.5. The domain name registration term will be renewed by the Contractor if there is an Order for the registration renewal or if the Customer uses the "automatic renewal" function and the funds on the Personal account of the Contract are sufficient to pay for the service.
5.6. If the Customer is placing an order for renewal or using the "automatic renewal" function, it indicates the Customer's consent to the provision of the renewal service and to the Customer's Contract Account being debited for the renewal. The Customer's Contract Account will be debited in accordance with Addendum 3 to the Multiple Services Contract.
5.7. If a third-level domain name registration is not renewed by the Customer during the period set forth by this Schedule, domain delegation with the list of DNS servers specified by the Customer will be suspended by the Contractor upon registration expiry term. In this case start and end moments of third-level domain delegation suspension will be fixed by the Contractor under the procedure published on its web-server. From the moment of third-level domain delegation suspension with the list of DNS servers specified by the Customer, all http queries to the Customer's domain may be redirected to the Contractor's service page to inform about temporary suspension of the service.
From the moment of delegation suspension for a third-level domain in NET.RU, ORG.RU, or PP.RU with the list of DNS servers specified by the Customer, all HTTP queries to the Customer's domain may be redirected to the website of the Administrator of second-level domains .NET.RU, .ORG.RU, .PP.RU - ANO "MSK-IX" - with the reasons for delegation suspension.
If the third-level domain name renewal is paid for within thirty (30) calendar days after expiration and the Customer does not decline renewal order, the third-level domain name registration term will be extended for a period that is a multiple of 1 (one) calendar year from expiration date and the third-level domain will be reactivated within 2 (two) business days after the payment is received. The renewal costs will be calculated according to the Pricing Schedule effective on the date of the registration term expiry.
5.8. If the Customer does not renew the registration of a third-level domain during the period set forth by this Schedule, the Registrant may lose the right to administer such domain name, and the Contractor may initiate the domain name cancelation procedure in the Registry or register such domain name for itself or for a third party pursuant to the procedure set forth by the Contractor and published on the Contractor's web server.
5.9. A third-level domain name registration is not extended by the Contractor subject to the section 3.3.3. hereof.
6.1. Updating DNS servers
Any updates may be introduced at the Contractor's web server in the following sequence:
6.2. Updating Registrant's Data in the Registry
The Registrant's data in the Registry are updated by modifying the data in his Registrant's form.
The Registrant's data in the Registry will be automatically updated within 2 hours since modification of the Registrant's data in the Registrant's form.
6.3. Updating Data in the Registrant's Form
The Registrant's contact and identification data (hereinafter referred to as Registrant's data) in his Registrant's form may only be modified after the Order for registration of the third-level domain has been successfully processed. The Registrant shall thereby ensure the authenticity of any data provided to the Customer in order to receive services under this Schedule.
6.3.1. Updating Registrant's Contact Data
The Registrant's contact data are: telephone number, fax number, e-mail addresses, postal address. Any updates may be initiated by the Customer by one of the below methods:
a) at the Contractor's web server in the following sequence:
b) by e-mail request: the forms of requests are available at the Contractor's Web server in section "Manager your Account";
c) by HTTP requests: the forms of requests are available at the Contractor's Web server in section "Manager your Account".
The Registrant's contact data updates will take effect within 1 (one) hour since their introduction.
6.3.2. Updating Registrant's Identification Data
The Registrant's identification data are:
Identification data are updated through an official letter from the Registrant to the Contractor. The form of the letter is available at the Contractor's Web server.
Identification data are updated by an official letter from the Registrant to the Contractor upon identification of the Registrant by the Contractor and on availability of appropriate documents acknowledging the update. The letter form is available at the Contractor's web-server.
The Contractor, upon receipt of such a letter from the Registrant, shall update the Registrant's identification data in the Agreement within 2 (two) working days and notify the Customer thereof.
6.4. Registrant's Data Update to Display in Search Engines
6.4.1. Update of Registrant's Identification Data
If a Registrant is an individual, his/her identification data are concealed from public in search engines. If such, field "person" will display "Private Person" inscription.
6.4.2. Update of Registrant's Contact Data
The Registrant of a third-level domain may specify email addresses different from those specified in the Registrant's form, to receive messages from the feedback form in the Contractor's Whois service.For any updates to the Contractor's Web server:
The data in the Registry will be automatically updated within 2 (two) hours upon making appropriate modifications.
7. Third-level domain Transfer
7.1. A third-level domain name is transferred to another individual or legal entity on the basis of a notification from the third-level domain Registrant to the Contractor. Sample notifications (letters) and requisite documents for domain transfer are available at the Contractor's web server in the "Services" section.
7.2. If the Contractor receives a notification (letter) from the third-level domain Registrant requesting a transfer of the third-level domain to another individual or legal entity, as well as a confirmation from the individual or legal entity to become the Registrant of this third-level domain, in the form set by the Contractor, the Contractor, after identification of a new Registrant of the third-level domain, will transfer the third-level domain within 2 (two) working days and give the previous Registrant and the new Registrant an appropriate notice. At the Contractor's discretion this term could be extended to 30 (thirty) calendar days.
7.3. Transfer of a third-level domain name to another individual or legal entity does not affect the term of the registration.
7.4. A confirmation to become the Registrant from the person, issued in the form set by the Contractor and received by the Contractor from this person, shall be deemed as a consent to fulfill the terms and provisions hereunder.
7.5. A third-level domain transfer may be considered void by the Contractor, provided there are sufficient grounds therefore.
7.6. A third-level domain name transfer to another Registrant is not provided by the Contractor in the following cases:
a) subject to the section 3.3.3 hereinabove;
b) during the first calendar days after the Registrant obtains such third-level domain in NET.RU, ORG.RU, and PP.RU from another person or after Registrar change;
c) for third-level domains in NET.RU, ORG.RU, and PP.RU - pursuant to the conditions set forth in the Domain Name Registration Policy for .PP.RU, .NET.RU, .ORG.RU.
8. Registrar Change for Third-Level Domains
8.1. The responsibility to enter information in the Registry about a third-level domain name in NET.RU, ORG.RU, or PP.RU and its Registrant can be transferred to the Contractor from another Registrar through an official letter from the Registrant to the Contractor, with such letter serving as the Registrant's consent with the provisions of this Schedule. The form of the letter is available on the Contractor's web server in the "Services" section. A transfer can also be done by a notification in the form set by the Contractor.
8.2. If the Contractor receives from the Registrant of a third-level domain name in NET.RU, ORG.RU, or PP.RU an official letter or notification in the form set by the Contractor about domain sponsorship transfer from another Registrar to the Contractor, the Contractor will take all actions necessary for such transfer within 2 (two) business days and will notify the Registrant using the contact e-mail addresses specified in the Registrant's form.
8.2. Third-level domain transfer from the Contractor to another Registrar in NET.RU, ORG.RU or PP.RU is made under the Registrant's written request. The Registrant shall submit to the Contractor such written request issued as per the requirements outlined on the Contractor's web server, or click the button in the "Manage your account" panel of the Contractor's web server to confirm the Registrant's consent.
8.2.1. If the Contractor receives from the Registrant of a third-level domain name in NET.RU, ORG.RU, or PP.RU a written request about domain sponsorship transfer from the Contractor to another Registrar, the Contractor, upon Registrant's identification procedure, will take all actions necessary for such transfer within 2 (two) business days and will notify the Registrant using the contact e-mail addresses specified in the Registrant's form. At the Contractor's discretion this period can be extended to 30 (thirty) calendar days.
8.3. Third-level domain transfer in NET.RU, ORG.RU or PP.RU is considered completed after the information on the domain name Registrar in the Registry is changed. Domain name registration term will remain unchanged.
8.4. Third-level domain name transfer to the Contractor in COM.RU, EXNET.SU, RU.NET, and geodomains is performed on the basis of an Order for the Registrar change service, so long as there are sufficient funds in the Customer's Contract Account to cover the service. Order forms are provided on the Contractor's web server in the "Manage your account" panel.
Registrar change performed simultaneously with the domain name transfer to the Contractor is made by sending a formal letter from the Registrant to the Contractor. The form of the letter is given on the Contractor's web server.
8.4.1. The Contractor does not guarantee the success of any Registrar change. If Registrar change procedure is not provided for any reason, the funds reserved in the Customer's Contract Account to pay for the service will be released.
8.4.2. After the processing of the Order begins, the Contractor will request confirmation of the domain name transfer from the Registrant indicated in the current Registrar's Whois data. The request will be sent to the Registrant's contact e-mail addresses specified in the domain name Whois data.
Upon confirmation receipt, the Contractor will initiate Registrar change procedure in the Registry.
If the Registrant refuses to transfer the domain name or doesn’t respond within 5 (five) calendar days, the Order will be canceled. The Contractor will send to the Customer a notice of cancelation (due to the inability to fulfill the Order) within 2 (two) business days from the cancellation date.
8.4.4. When the Registry receives the Contractor's request for change of Registrar, the Registry will send a request to the current Registrar of the domain name. Based on the current Registrar's response, the Registry will make its decision and inform the Contractor thereof. The Registrar change procedure in the Registry may last for up to 7 (seven) calendar days.
If the Registry makes a positive decision, the Contractor will become the domain name's Registrar, as a result of the change of Registrar, the registration period will be extended by 1 (one) calendar year from the previously set registration end date; the total registration period may not exceed 10 (ten) years. When the domain name registration expires, the Contractor will renew it in the Registry in accordance with section 5 hereof.
If the Registry refuses to change the Registrar, the Contractor will notify the Customer of the Registry's decision within 2 (two) business days from the completion of Order processing.
8.5. Third-level domain name transfer in COM.RU, EXNET.SU, RU.NET, and geodomains from the Contractor to another Registrar
When the Contractor is notified by the Registry of the initiation of Registrar change, the Contractor will send a request to the Registrant's contact e-mail address specified in the domain name Whois data. The Registrant shall respond to the Contractor's request for the domain name transfer within 4 (four) calendar days from the moment of the initiation of Registrar change in the Registry.
If the Registrant sends a refusal notice, the Contractor shall provide the Registry with the refusal to transfer the domain name to another Registrar.
If the Registrant sends a confirmation notice, the Contractor shall provide the Registry with the confirmation to transfer the domain name to another Registrar.
In the absence of the Registrant's response within the period set by the Contractor 4 (four) calendar days, the Contractor will not respond to the Registry's request and, after 5 (five) calendar days from the day the Registry's request is sent to the Contractor, the Registry will transfer the domain name to another Registrar.
8.6. Domain cannot be transferred from the Contractor to a new Registrar in the following cases:
a) subject to the section 3.3.3. hereof;
b) during the first 30 (thirty) calendar days after the Registrant obtains such third-level domain in NET.RU, ORG.RU, and PP.RU from another person or after Registrar change;
c) upon expiry of the domain name registration term;
d) less than 60 (sixty) calendar days passed since third-level domain registration (except for third-level domains in NET.RU, ORG.RU, and PP.RU);
e) less than 60 (sixty) calendar days passed since the last Registrar change (except for third-level domains in NET.RU, ORG.RU, and PP.RU);
f) if Registrar change is contradictory to the effective judicial act;
g)pursuant to the conditions set forth in the Third-Level Domain Name Registration Policy.
