to the Multiple Services Contract Effective November 18, 2015 |
Contractor's Partner — a person or a legal entity that has signed a Multiple Services Contract (index NIC-REG).
Customer — Contractor's Partner that applied to the Contractor for a Landrush or General Availability service under New gTLD Program.
Contractor — Joint Stock Company "Regional Network Information Center", acting as the Registrar.
Applicant — an individual or legal entity, who applied to the Contractor for the Landrush or General Availability domain names registration under New gTLD Program. Contractor.s Partner shall enter into the Contractor.s database information about the Applicant (fills in the form), select and register administrative and technical passwords, and communicate to the Applicant passwords and the form.s number given by the Contractor during the registration.
Order — a Customer's address to the Contractor in the format established by the Contractor containing all necessary data for domain name registration.
gTLD Administrator — an entity which is authorized by ICANN to manage domains in the international top-level domain and to develop any relevant registration, delegation and functionality terms and conditions in gTLD.
Registry — the central database of a corresponding gTLD, which contains information about registered domain names and corresponding DNS servers, as well as other information required for the registration and delegation of domains.
Registry Operator — the legal entity responsible for the operation of Registry and providing access to the Registry for Registrars so that they can provide second-level domain name registration services.
ICANN — the corporation that holds authority for the allocation of domain names and numbers, exercises general control over the system of domain names and the space of IP addresses, including the development of rules, and ensures the efficient operation of root servers.
Registrar — any legal entity accredited by ICANN or another authorized party including gTLD Administrator to provide domain name registration services and deliver required information to the Registry.
Registrant — the person, in whose name the domain name is registered. The Registrant is specified in the Registrant field in the domain name information. The Registrant field is filled based on information provided by the Customer at the registration of the domain name. The Registrant is solely responsible for the accurate and timely provision of registration information, which includes mandatory and optional information, specified in section 6 hereinbelow.
Registrant's Form &mdash the form to be filled in by Contractor's Partner or Registrant in order for Registrant/Applicant to be registered in the Contractor's database. Each form is given a unique number ("form's number").
Domain Name Registration (General Availability) under New gTLD Program — entry of corresponding domain name record into the Registry under the policies, established by the gTLD Administrator and corresponding Registry Operator. A domain name is considered registered from the moment the information is entered into the Registry.
New gTLD domains Landrush registration — a service delivered by the Contractor to the Customer consisting of two parts:
New gTLDs — new areas of the Internet hierarchical name space allocated by ICANN under New gTLD Program. In the Domain Name System (DNS) it is the highest hierarchy level of the hierarchy after the root.
Claim — domain name that is subjected to claiming. Domain name is subjected to claiming (claim), if at the moment of submitting a Landrush or General Availability application for domain name there is already a Domain Name Label which fully matches the specified domain name.
Domain Name Label — Trademark spelling in the character sequence confirmed by TMCH. For every Trademark several possible label spellings are available. All Labels are listed in the SMD file details.
Trademark is an image used for individualization of goods, performed work or provided services by legal entities or individuals, registered as a trademark under the applicable national or regional (i.e. multinational) legislation in federal executive authority for intellectual property or main register of the appropriate jurisdiction.
Claims Notice – mandatory notification of the Applicant by the Contractor on the fact that the ordered domain name is subject of a claim. This Notification contains information about trademark and its owner. Claims notice is submitted in electronic form by the Contractor to the e-mail address specified by the Customer during registration on the Contractor's web server. This notification contains information that the domain name assumed for registration matches at least one trademark included into TMCH.
Funds Allocation (on Customer's personal account) — reservation of a sum of money on the Customer's personal account for its further withdrawal for delivery of the domain registration service. Money that is allocated for a service cannot be used to pay for other services.
Customer's Contract Account — the set of data on the Customer's payments to the Contractor as well as the services the Contractor has provided to the Customer. Any payment made by the Customer is credited to their Contract Account after the money has been credited to the Contractor's bank account, on condition that the Contractor has received from the bank a document identifying the payment.
Cancellation of registration (release of a domain name) — removal of information about the domain name from the Registry.
Domain Delegation — entry and storage of information about the domain name and the corresponding DNS servers on the root servers of the relevant top-level domain. The delegation of a domain with the DNS specified by the Registrant and/or Customer is only possible during the period of the domain name registration.
Change of Registrar — modification of the information about the Registrar of a domain name in the Registry by the Registry Operator.
Domain name information — information about a domain name that is entered into the Registry at the domain name registration (details of the Registrant, administrative, technical and billing contacts, and the DNS servers).
Auction — Auction Organizer’s (Registry Operator and/or gTLD Administrator and/or other person/entity appointed by Registry Operator as Auction Organizer) organizational activities aimed to prepare and hold the Bidding for the right to administer the domain name that was ordered during the Landrush period; selection of the auction Winner and domain registration to the name of the auction Winner.
Auction Organizer — a person/entity authorized by the gTLD Administrator and/or Registry Operator of the corresponding top-level domain to hold the Auction.
Trademark Clearinghouse — centralized repository with information about trademarks and their exclusive owners.
2.1. This Schedule sets forth the conditions for providing the following services: domain name registration and renewal under the New gTLD program, Registrar change, Registrant change, domain name redemption, amendment of information on domain name Registrant.
2.2. The Contractor is a Registrar accredited by ICANN and other authorized entities, including New gTLD Administrators under New gTLD Program, to provide Landrush or General Availability domain registration service. The Contractor performs registration of domain names:
2.3. Any terms not defined herein are defined in the following documents:
2.4. Service order under New gTLD program means Customer's and Applicant's full and unconditional consent with the terms of this Schedule and the procedure of its modification.
2.5. Service order means Customer's and Applicant's full and unconditional consent with the terms of the Rules and Policies of the corresponding gTLD Administrator and/or Registry Operator that are available on the web servers of the gTLD Administrators and/or Registry Operators at:

By ordering services, the Customer gives its full and unconditional consent with the Requirements, standards, policies, procedures, and methodologies approved by ICANN which govern Registry Operator's activity.
The Registrant shall perform its obligations on acting in the Public interests and agree to abide by the Registry Operator's Registration Policy.
Relations between the Customer and persons listed in the Order are regulated by an agreement between them.
2.6. The service order serves Customer's consent to pay for the service at the prices valid on the date the order execution is started. The Contractor shall not be responsible for the actions of Registry Operator or gTLD Administrator resulting in rejection of domain name registration, for fraudulent domain name registration by third parties and for infringement of third parties' rights related to the choice and registration of a domain name. After the registration of domain names, the Applicant is solely responsible for the choice of a domain name and for potential infringement of third parties' rights related to the choice and registration of a domain name, and bears all risks associated with such infringement. The Customer shall indemnify the Contractor from any liability related to potential claims from third parties. The Customer and the Applicant agree not to hold the Registrar responsible for the Registry's actions that result in refusal to register a domain name.
2.7. The Customer and the Applicant agree that any information provided by filling in applications and other documents, including those in an electronic form, under sections of these documents marked as "open", will be placed by the Contractor on the search engines and will be open to the general public. A list of the information that is required to be made public and will be made public with the Customer's and the Applicant.s consent is available on the Contractor's web server. The Customer shall familiarize the Applicant with the specified documents.
2.8. A service is provided to the Customer based on the Agreement with the Contractor as long as there is an Order for the service and all the relevant requirements of this Schedule are met.
2.9. The Customer agrees with the ban on entering into contracts with the .BANK Registry Verification Agent for providing domain verification services in .BANK TLD.
2.10. Changes into this Schedule regarding introduction of new and (or) additional services take effect from their publishing on the Contractor's web server.
2.11. The Registrant of a domain name agrees that domain name registration may be rejected, suspended, canceled or transferred pursuant to a decision made according to any specification or policy adopted by ICANN or another authorized party including ccTLD Administrator, or pursuant to any registrar or registry procedure not inconsistent with ICANN another authorized party including ccTLD Administrator policy with a purpose, including, but not limited to:
2.12. The Registrant shall indemnify the Registry Operator, Registry Service Provider, and Registry Verification Agent (and their directors, officers, employees, and agents) for any damages related to or arising out of Registrant's operations with respect to domain name registration or use, including, but not limited to, renewal, deletion and/or inter-Registrar transfer of this domain name. The Registry Operator, Registry Service Provider, Registry Verification Agent, and other providers working with them on a contractual basis shall not be held liable for Registrant's activities related to the use of the domain name and any information published on the domain name.
2.13. The Registrant shall abstain from: distributing malware, abusively operating botnets, phishing, piracy, trademark or copyright infringement, fraudulent or deceptive practices, counterfeiting or otherwise engaging in activities contrary to applicable law; Otherwise, domain name delegation may be suspended for the Registrant.
2.14. With respect to domain names in .SEXY TLD domain Administrator agrees that the Registrant is forbidden to use the content not suitable for children under 18 years old placed in a domain name of any level in .SEXY TLD. If the domain name registered in the above TLD will contain links to other TLDs (as well as links to domain names registered in such domains), Uniregistry Corp., Registry Operator, will not be liable for the content placed under such domain names, including that, which is unsuitable for the children under 18 years old.
2.15. With regard to a domain name in regulated .DEGREE, .ENGINEER, .GIVES, .MARKET, .MORTAGE, .REHAB, .SOFTWARE and .VET TLDs the Registrant agrees that he/she must:
- comply with all applicable laws, including those that relate to privacy, data collection, consumer protection (including in relation to misleading and deceptive conduct), fair lending, debt collection, organic farming, disclosure of data, and financial disclosures;
- implement reasonable and appropriate security measures commensurate with the offering of those services, as defined by applicable law, if a Registrant collects and maintains sensitive health and financial data.
2.16. With regard to a domain name in highly-regulated .ATTORNEY, .DENTIST and .LAWYER TLDs Registrants must agree with the terms listed in para 2.15 hereinabove and acknowledge that:
- Registrants must possess any necessary authorizations, charters, licenses and/or other related credentials for participation in the sector associated with such Highly-regulated TLD and report any material changes with regard to the above listed documents.
2.17. With regard to a domain name in .AIRFORCE, .ARMY and .NAVY TLDs Registrants must agree with the requirements and provisions listed in clauses 2.15. and .2.16. hereinabove, as well as declare that they must take steps to ensure against misrepresenting or falsely implying that the Registrant or its business is affiliated with, sponsored or endorsed by one or more country's or government's military forces if such affiliation, sponsorship or endorsement does not exist.
2.18. The Registrant fully and unconditionally agrees that in case of such need, the provisions of ICANN Uniform Dispute Resolution Policy (UDRP) and Uniform Rapid Suspension System Policy (URS) may be applied to it.
2.19. The Registrant acknowledges and agrees that:
2.19.1. in no event will Registry Operator of the relevant ccTLD be liable for any losses, or as a result of judicial proceedings as regards Landrush registration, including but not limited to Registrant's ability or failure to obtain a registered domain name within the specified period.
2.19.2. Registry Operator of the relevant ccTLD reserves the right to deny, cancel or transfer any registration or transaction, or place any domain name(s) on registry lock, hold or similar status, or additionally for email forwarding implement throttling/blocking and/or size limitations, that it deems necessary.
2.19.3. The Registrant shall comply with applicable laws that apply to the domain name, including, but not limited to, any court decision, ruling, order, etc. adopted in respect of the domain name.
2.20. The Contractor may unilaterally amend this Schedule with a notification to the Customer through publishing such amendments on the Contractor's website at https://www.nic.ru (the "Contractor's web server"). The Contractor shall publish such amendments on the Contractor's website at https://www.nic.ru.
3. Terms and Procedure of Service Delivery
3.1. The Contractor shall deliver services listed in clause 2.1. hereof solely with respect to domain names under New gTLD program. The list of domain names for which the services are provided is given in Addendum 1 to Schedule 1/30-1 to the Multiple Services Contract: https://www.nic.ru/dns/reglaments/tariff_ntld.html
3.1.1. The Contractor shall deliver Landrush registration service, provided the following conditions are met:
a) The Customer has on his/her personal account a sufficient amount to pay for the application for the Landrush registration service for second-level domain name and cover the registration service; The procedure of crediting personal account is described in Addendum 3 to the Multiple Services Contract;
b) The Customer generated Order for Landrush registration service for the second-level domain name under New gTLD Program on the Contractor's web server;
c) the terms listed in subparagraphs hereinabove shall be met by the launch date of the Landrush registration period in TLD under New gTLD Program specified Addendum 1 to this Schedule https://www.nic.ru/dns/reglaments/en/date_gtld.html?nicr=1.
Notwithstanding the foregoing, Landrush applications for domain names of United TLD Holdco Ltd., Club Domains, LLC, Smart Internet Foundation, PUNTO 2012, S.A.P.I. DE C.V., Top Level Design LLC, XYZ.com LLC,for .HOST, .PRESS, .SITE, .SPACE, .TECH, .WEBSITE TLDs of Registry Operator Radix FZC will be accepted during the Landrush period and will be reviewed by TLD Administrators after the Landrush period is over. Applications will not be fulfilled on a first come, first served basis, it will be decided by the gTLD Administrator.
If there is more than one eligible application during the Landrush period for domain names of United TLD Holdco Ltd., Club Domains, LLC, Smart Internet Foundation, PUNTO 2012, S.A.P.I. DE C.V., Top Level Design LLC, XYZ.com LLC, Radix FZC the positively reviewed applications will be sent to a private auction by the Auction Organizer. The auction rules will be defined by the gTLD Administrator.
Landrush registration period for all domain names of Registry Operator Donuts Inc. and for .SITE and .TECH TLDs of Registry Operator Radix FZC to 7 (seven) calendar days from the Landrush registration starting moment. Upon expiry of the specified period the Contractor starts delivering the domain names registration service under New gTLD Program for anyone to register. In this case the Landrush period includes five stages allowing registration on Landrush terms:
stage 1 — 1st day from the Landrush starting date;
stage 2 — 2nd day from the Landrush starting date;
stage 3 — 3rd day from the Landrush starting date;
stage 4 — 4th day from the Landrush starting date;
stage 5 — 5th-7th day from the Landrush starting date;
Landrush registration period in .МОСКВА, .MOSCOW is 56 (fifty six) calendar days and consists of 8 (eight) stages. Each stage is one calendar week long.
Landrush registration period for the domain names of the Administrator and Registry Operator United gTLD Holdco Ltd. is 19 (nineteen) calendar days from the launch date of Landrush registration.
Landrush registration period for the domain names of the Registry Operator PUNTO 2012, S.A.P.I. DE C.V. is 29 (twenty nine) calendar days from the launch date of Landrush registration.
Landrush registration period for the domain names of the Registry Operator Top Level Design LLC. is 14 (fourteen) calendar days from the launch date of Landrush registration.
Landrush registration period for the domain names of the Registry Operator XYZ.com LLC. is 12 (twelve) calendar days from the launch date of Landrush registration.
Landrush registration period for the domain names of the Administrator and Registry Operator United Club Domains, LLC is 30 (thirty) calendar days from the launch date of Landrush registration.
Landrush registration period for the domain names of the Administrator Radix FZC is 21 (twenty-one) calendar days from the launch date of Landrush registration.
Landrush registration period for .ДЕТИ domain names consists of two stages. These stages go sequentially, each stage lasts 10 (ten) calendar days.
Pool.com, Inc is authorized by .ДЕТИ gTLD Registry Operator to hold private auctions for Landrush registration in .ДЕТИ.
Auction procedures for .ДЕТИ shall be determined by .ДЕТИ gTLD Registry Operator and published on its official website at: http://en.dotdeti.ru/docs/
After processing the application, .ДЕТИ gTLD Registry Operator may reject Landrush registration of .ДЕТИ domain name because of the reasons specified by Pool.com, Inc.
Landrush phase for .TATAR domains consists of 4 (four) stages.
If two or more registration applications meeting all the requirements are received for the same .TATAR domain name during the Landrush period, .TATAR Registry Operator will submit such applications to a private auction.
The procedure of the private auction for the right of second-level domain administration in .TATAR TLD is established by the .TATAR Registry Operator in the auction regulations.
3.1.2. The Contractor shall deliver General Availability registration service after the end of Landrush registration period, provided the following conditions are met:
a) The Customer has on his/her personal account a sufficient amount to cover the second-level domain registration service;
b) The Customer generated on the Contractor's web server the Order for General Availability registration service for the second-level domain name under New gTLD Program.
c) The order was successfully verified in accordance with the second-level domain name verification procedure which applies to registration orders for second-level domain names in .BANK TLD.
The verification procedure shall be conducted in accordance with the terms and procedures established by the .BANK Administrator fTLD Registry Services, LLC., the current versions of which are published on https://www.ftld.com/policies/, and Russian versions thereof are available at https://www.nic.ru/dns/help/bank/name_select_p.html, https://www.nic.ru/dns/help/bank/reg_policy.html.
3.1.3. If upon fulfillment of all the terms specified in para 3.1.1 and 3.1.2 hereinabove the corresponding Registry contain information that at the time when the order for Landrush or General Availability registration was submitted the Trademark Clearinghouse already had a Domain Name Label matching the requested domain name, the Applicant will notify the Applicant thereof via e-mail. The Applicant shall additionally, within 48 (forty-eight) hours, provide a prior acknowledgment that he/she agrees to submit an Order for registration of such domain name.
The exception is the top-level domain .ДЕТИ and .TATAR, in which Orders are not checked for containing information on whether or not the domain name is subject to a claim.
3.1.4. Landrush or General Availability service may not be delivered by the Contractor and the domain name may not be registered in the following cases:
a) the Contractor's application in the Registry for domain name registration under New gTLD Program was not the first one among those submitted by other Registrars Registrars (except when there is an auction pursuant to clause 3.1.1. hereinabove);;
b) if the domain name is subject to claiming (claim) and the Contractor has not received any additional acknowledgment from the Applicant for the Order;
c) if the pre-order was submitted for the domain name on the terms specified in Schedule 1/11-8 to the Multiple Services Contract and such order was fully paid by the start of Landrush or General Availability period;
d) if domain name registration is in contradiction to the Terms and Conditions for domain name registration established by the gTLD Administrators listed in clause 2.5 hereinabove;
e) if domain name registration is cancelled under legally implemented court decision, in the case when a person whose rights were violated as determined by court, has a privilege to register the cancelled domain name;
f) if domain name is a subject of court procedure, provided that the Contractor has appropriate evidence confirming that;
g) If Landrush or General Availability registration in the TLD has not yet started, or stopped;
h) in other cases likely to cause third parties' rights violation as deemed by the Contractor.
3.2. A domain name cannot be registered either in any of the following cases:
3.2.1. The domain name has already been registered.
3.2.2. The domain name has been reserved by the Registry
3.2.3. Second-level domain name in .ACADEMY, .ACCOUNTANTS, .AGENCY, .APARTMENTS, .ASSOCIATES, .BARGAINS, .BIKE, .BINGO, .BOUTIQUE,.BUILDERS, .BUSINESS, .CAB, .CAFE, .CAMERA, .CAMP, .CAPITAL, .CARDS, .CARE, .CAREERS, .CASINO, .CASH, .CATERING, .CENTER, .CHAT, .CHEAP, .CHURCH,. a) the name shall consist exclusively of the letters A-Z (case insensitive), numbers 0-9 and hyphens;
b) the name cannot begin or end with a hyphen;
c) the name may not contain hyphens as its third or fourth characters;
d) the name cannot include more than 63 (sixty-three) characters (aside from the top level domain extension);
e) the name shall contain at least one character (aside from the top level domain extension).
3.2.4. Second-level domain name in TLDs of Registry Operator Uniregistry Corp. 3.2.5. Second-level domain name in the top level domain of the Administrator and Registry Operator Club Domains, LLC (.CLUB), Elite Registry Limited (.TRADE), Dot Webcam Limited (.WEBCAM), Dot Bid Limited (.BID), Dot Cricket Limited (.CRICKET), Blue Sky Registry Limited (.PARTY), Dot Science Limited (.SCIENCE) does not meet the following requirements:
a) the name cannot begin or end with a hyphen;
b) the name cannot have two or more consecutive hyphens;
c) minimum length of domain name is 3 (three) characters (excluding the TLD extension);
d) maximum length of domain name is determined by the length of representation; the length of domain name representation cannot exceed 63 (sixty-three) characters.
3.2.6. Second-level domain name in the top-level domain of the Administrator and Registry Operator CORE Association (.САЙТ and .ОНЛАЙН) does not meet the following requirements:
a) Cyrillic domain name starts and ends with a Cyrillic letter or a digit;
b) possible intermediate characters are Cyrillic letters, digits and a hyphen;
c) minimum length of a Cyrillic domain name is 3 (three) characters;
d) maximum length is determined by the length of representation; the length of domain name representation cannot exceed 63 (sixty three) characters.
3.2.7. Second-level .ДЕТИ domain name does not meet the following requirements:
a) domain name must contain only Russian letters (including "ё"), digits and hyphens (case-insensitive);
b) domain name must contain at least three (3) characters; Punycode representation must contain maximum sixty three (63) characters;
c) domain name must start and end with a letter of digit.
3.2.8. Second-level domain name in .ОРГ top level domain does not meet the following requirements:
a) the name shall consist of at least 3 (three) characters and shall not exceed the amount of characters, which in Punycode code would be limited by 63 (sixty three) characters;
b) end and begin with letter or digit.
3.2.9. Second-level domain name in .BUILD, .HOST, .LUXURY, .MENU, .PRESS, .RICH, .SITE, .SPACE, .TECH, .ONLINE, .ONE, .WEBSITE, .GLOBAL, .OOO, .CAREER TLDs does not meet the following requirements:
a) the name shall exclusively consist of A.Z letters (case insensitive), digits 0.9 and hyphens;
b) the name cannot begin and end with a hyphen;
c) the name cannot consist of less than 3 (three) and more than 63 (sixty-three) characters (exclusive TLD extension).
3.2.10. Second-level domain name in .МОСКВА top-level domain does not meet the following requirements:
a) full domain name ends with .МОСКВА characters;
b) domain name starts and ends with a Russian Cyrillic letter or a number;
c) intermediate characters may be Russian Cyrillic letters, numbers, or a hyphen; Cyrillic characters allow UTF-8 characters from "а" (code 0430) to "я" (code 044F) and an additional character "ё" (code 0451).
d) domain name is at least 1 (one) character long;
) domain name contains such a number of characters that its representation will not exceed 63 (sixty-three) characters. The representation is achieved by transforming the Cyrillic domain name in compliance with the PUNYCODE algorithm (given in technical standards RFC-3490, 3491, 3492).
3.2.11. Second-level domain name in .MOSCOW top-level domain does not meet the following requirements:
a) full domain name ends with .MOSCOW characters;
b) domain name starts and ends with a Latin letter or a number;
c) intermediate characters may be Latin letters, numbers, or a hyphen; Latin characters allow UTF-8 characters from "а" (code 0061) to "z" (code 007A).
d) domain name is at least 1 (one) character long;
e) the name cannot include more than 63 (sixty-three) characters
3.2.12. Second-level domain name in .COOKING, .COUNTRY, .FISHING, .HORSE, .RODEO, .VODKA, .BEER, .SURF, .YOGA, .CASA, .WORK, .WEDDING, .FASHION, .GARDEN, .FIT TLDs does not meet the following requirements:
a) the domain name cannot begin or end with a hyphen;
b) the domain name cannot have two or more consecutive hyphens;
c) minimum length of domain name is 3 (three) characters (excluding the TLD extension);
d) maximum length of domain name is determined by the length of representation; the length of domain name representation cannot exceed 63 (sixty-three) characters.
3.2.13. Second-level domain name in .TATAR TLD does not meet the following requirements:
a) domain name has no characters other than Latin symbols (a-z), Arabic digits (0-9) and a hyphen (case insensitive);
b) domain name contains at least 3 (three) and not more than 63 (sixty three) characters;
c) domain name starts and ends with a digit or letter; and
d) domain name has no hyphens in third and forth positions (for example ab--cde.tatar).
3.2.14. A second-level domain name in .BANK TLD fails to meet the following requirements:
a) a domain name has no characters other than Latin symbols (a-z), Arabic digits (0-9), and a hyphen (case insensitive);
b) a domain name contains at least 2 (two) and no more than 63 (sixty three) characters;
c) a domain name starts and ends with a digit or letter;
d) a domain name has no hyphens in third and forth positions (for example ab--cde.bank);
e) a domain name fails to meet requirements established by the .BANK Administrator in respect of second-level domain names in .BANK TLD which are located at https://www.ftld.com/policies/, and Russian versions thereof are available at https://www.nic.ru/dns/help/bank/name_select_p.html, https://www.nic.ru/dns/help/bank/reg_policy.html.
3.3. Second-level domain name in the domains of Uniregistry Corp., United TLD Holdco Ltd., .Club Domains, LLC, Afilias Limited, Top Level Design, LLC is IDN name, i.e. the domain name which may contain in its name the characters of national scripts.
3.4. New gTLD domain name Landrush or General Availability registration applications submitted by the Customer as part of the Landrush or General Availability service delivery will be accepted until the end of the appropriate period in the Registry and will be submitted to the Registry at the starting moment of this registration period. Should the Registry accept Contractor's application for domain name registration earlier than the applications for such domain name registration accepted from other registrars, such domain name will be registered (the exception is given in para 3.1.4. hereinabove).
3.5. Domain names within the Landrush registration phase under New gTLD Program have 1-year registration period. Upon expiry of the specified period the domain name registration term may be renewed.
3.6. The Landrush or General Availability registration service under New gTLD Program shall be deemed provided from the moment the domain and its Registrant's details are entered into the Registry for the name of the person listed in the respective Order. From the specified moment the person listed in the respective Order shall be deemed to have Registrant's status.
3.7. During the term of Landrush registration period, Registrants of .ДЕТИ and .TATAR second-level domain names may not:
3.8. Upon domain name registration, the Registrant shall validate the email address specified in Whois-contact (Registrant type – field "Email") for the domain name by following the link sent by the Contractor to this address. The Registrant at its own discretion may initiate the dispatch of a message containing a confirmation link in "Manage your account" panel on the Contractor's web site.
3.8.1. If the Registrant fails to validate an email address (fails to perform the actions set forth in para 3.8. hereof) within fifteen (15) calendar days, delegation of the domain name, after registration of which validation is required, will be suspended.
3.8.2. Delegation of the domain name specified in para 3.8.1. hereof will be restored after email validation by the Registrant in the manner specified in para 3.8 hereof.
3.8.3. If the email address has been validated in the manner specified in para 3.8. hereof, as well as during the registration, domain name transfer to another registrar or other actions which require such validation in accordance with the requirements of the Registrar or Registry Operator, re-validation of email is not required.
3.9. If DNS servers for domain are not specified, http-request to the domain may be redirected to the Contractor's service page to notify about unavailability of the requested page. The Contractor may accommodate on the service page other Contractor's or third party materials in any way not contrary to the laws in effect in the Russian Federation and the Service Agreement. The Customer is entitled at any moment within the domain name registration period to specify another page for redirection or cancel redirection to the Contractor's service page in "Manage your account" panel.
4.1. The domain name renewal can be made with:
a) the Order for renewal of a domain name submitted by the Customer to the Contractor or
b) "automatic renewal" function.
4.2. Renewing a domain name ensures the extension of its registration period for any period that is a multiple of one (1) year; the total period of registration may not exceed ten (10) years.
4.3. If a Customer uses the "automatic renewal" function, the Contractor proceeds with the renewal request thirty (30) calendar days before the expiry date. The domain registration will be renewed for one year. To use the "automatic renewal" function a Customer has to fill a form in the "Manage your account" section on the Contractor's website or to send an http request or e-mail request to the Contractor. The forms of all the requests can be found in the "Manage your account" section on the Contractor's website.
4.4. The Customer may cancel a domain name renewal before the renewal service is provided. Renewals are cancelled on the Contractor's web site in the "Manage your account" section ("Renew services" link). Any renewal cancellation can later be reversed only within thirty (30) calendar days from the date its registration expires before the registration of the domain name is removed from the Contractor's database and cancellation process is initiated in the Registry or before the domain name is transferred to the Contractor or another party as to the domain name Registrant according to clause 4.8 of this Schedule.
4.5. If the Customer does not place an Order for renewal of a domain name, the Contractor will give the Customer notice of the need to renew the domain name via the standard communication channels two (2) months prior to the expiry of the registration period.
4.6. The Contractor will renew a domain name if the Customer has submitted to the Contractor the Order for the registration renewal or if a Customer uses the "automatic renewal" function and the funds in the Customer's Contract Account are sufficient to pay for the service.
4.7. Placing an Order for renewal with the Contractor or use of the "automatic renewal" function indicates the Customer's agreement to the provision of the renewal service and to the Customer's Contract Account being debited for the renewal.
4.8. If the domain name has not been renewed by the Customer in the time frame defined by this Schedule, the Customer and the Registrant agree that the Registrant can lose the rights for the domain and the Contractor has the right to initiate the cancellation process for such domain in the Registry or to transfer the rights for the domain to the Contractor or another party according to the rules defined by the Contractor.
4.9. A domain name, for which the Contractor has initiated the cancellation process in the Registry, can be redeemed upon the Registrant request providing that the below conditions are met:
4.9.1. A domain name redeeming with concurrent 1 year renewal is made upon the formal letter from the Registrant to the Contractor, providing that the Contractor receives the letter within twenty five (25) calendar days after the cancellation process for the domain name was initiated in the Registry and there's sufficient money in the Customer's Contract Account to pay for the service of a domain name redeeming and the service of a domain name renewal for one (1) year. The letter form is provided on the Contractor's website server.
4.9.2. Upon the receipt of formal letter from the Registrant and providing that there's sufficient money in the Customer's Contract Account to pay for the service of a domain name redeeming and the service of a domain name renewal for one (1) year, the Contractor takes the necessary steps for the domain name redeeming and renewal within two (2) business days and notifies the Customer.
4.9.3. The Contractor will work for domain redeeming providing that the Customer adhere to the rules described above. If the domain cannot be redeemed the sum paid by the Customer for domain name redeeming service will be returned to the Customer account.
4.10. The domain renewal service shall be deemed provided after the records about domain renewal have been made into Contractor's database and the Registry. Domain registration will be renewed for the period specified by the Customer, which must be a multiple of one (1) calendar year from the previous domain expiry date.
4.11. If the renewal of a domain name is not paid by the Customer before the expiry of the registration period specified in the Contractor's database, the Contractor will suspend the domain's delegation with the DNS specified by the Registrant or the Customer.
Delegation suspension procedure is established by the Contractor and will be available on its web-server.
Since the moment the delegation of a domain with the DNS specified by the Registrant or the Customer is suspended, all the http-queries to the domain can be forwarded to the Contractor's page to inform about the service suspension.
If the registration is renewed before the information about the domain name is deleted from the Contractor's database, the Contractor will resume the domain's delegation with the DNS specified by the Registrant or the Customer.
5. Change of Domain Name Information
5.1. Domain name information can only be modified after the Order for registration of the domain name has been successfully completed.
5.2. Details of contacts and DNS servers can be modified via the "Manage your account" section of the Contractor's web site. Modification procedure:
— log into the section "Manage your account";
— select "Review and update data" in the "Services" menu;
— find the service;
— choose the necessary link on the column "Modify parameters";
— make necessary changes;
— save the changes.
5.3. Details of the Registrant of a domain name can be modified by making appropriate changes in the Contractor's database:
contact details — in the Registrant object,
identification details — in the Registrant's form.
5.3.1. Modification of the Registrant's contact details in the Registrant object
The Registrant's contact details include: telephone number, fax number, e-mail addresses, and postal address. Changes can be made via the "Manage your account" section of the Contractor's web site.
Modification procedure:
— log into the section "Manage your account";
— find the Registrant object in the "Whois Contacts" menu;
— click on "Modify" in the column "Information about object";
— make necessary changes;
— save the changes.
5.3.2. Modification of the identification details in the Registrant's form
The Registrant's identification details include: organization name, legal address, taxpayer identification number, first, middle and last names, passport details, and date of birth. The Registrant can modify identification details by sending a formal letter to the Contractor. The letter form is provided on the Contractor's web site.
The Registrant's identification details in the Contract will be changed within two (2) working days from the moment the Contractor receives the Registrant's letter.
5.4. WHOISPROXY service is unavailable for second-level domain names in .BANK , .VOTE, .VOTO TLDs.
5.5. Upon email address modification in Registrant’s contact information (Registrant type - field "Email"), the Registrant shall validate the email address specified in Whois-contact (Registrant type – field “Email”) for the domain name by following the link sent by the Contractor to this address. The Registrant at its own discretion may initiate the dispatch of a message containing a confirmation link in "Manage your account" panel on the Contractor's web site.
5.5.1. If the Registrant fails to validate an email address (fails to perform the actions set forth in para 5.5. hereof) within fifteen (15) calendar days, delegation of the domain name, after registration of which validation is required, will be suspended.
5.5.2. Delegation of the domain name specified in para 5.5.1. hereof will be restored after email validation by the Registrant in the manner specified in para 5.5. hereof.
5.5.3. If the email address specified in para 5.5. hereof has been validated in the manner specified in para 5.5. hereof, as well as during the registration, domain name transfer to another registrar or other actions which require such validation in accordance with the requirements of the Registrar or Registry Operator, re-validation of email is not required.
6.1. For the registration of a domain name under New gTLD Program, the Customer must provide the following information in English:
For domain names of Registry Operator Uniregistry Corp.:

For .BANK TLD:
6.2. The Registrant is solely responsible for the accurate and timely provision of registration information, which includes mandatory and optional information.
6.3. Optional information. In addition to the mandatory information specified in par. 6.1 hereof, the Contractor may store the following information about a domain name's registration:
6.4. All information provided by the Customer and/or the Applicant to the Contractor must be factual. The Applicant must maintain the information up to date and, if necessary, update it independently. If the Applicant provides false information or fails to timely update the provided registration information, the registration of the domain name may be cancelled.
6.5. At any time during the registration period of a domain name, the Contractor may request from the Registrant additional information and/or substantiation of previously provided information. Requests are sent via the standard communication channels to the Registrant's email specified in the Registrant's form and in the Registry.
6.6. The Customer agrees that, in the event the additional information is not provided and/or the previously provided information is not substantiated within ten (10) calendar days from the day the Contractor sends the appropriate request via the standard communication channels to the Customer, Contractor reserves to himself the right to:
All mentioned above restrictions can be removed within 5 (five) calendar days since Customer/ Registrant provided all necessary information. In case of necessary information is not provided within 5 (five) calendar days after delegation suspension the Registrar can cancel domain name registration.
6.7. The Cusomer agrees that the Registrar may disclose registration information provided by the Registrant in accordance with paragraphs 6.1 and 6.3 hereof to third parties at the request of ICANN, the Registry Operator,gTLD Administrator, ccTLD Administrator or a court, or in other cases provided for by Russian law
6.8. The Customer agrees that ICANN or another authorized party including ccTLD Administrator may change existing or introduce new rules, restrictions or requirements in regard to the form and volume of the Customer's registration information that the Registrar may or must disclose to third parties.
6.9. The Contractor will provide the Customer with access to the Registrant's registration information in the Registrar's database for viewing and modifying fields available for modification via the Registrar's web server.
7. Procedure for Change of Domain Name Registrant
7.1. Transfer of the Registrant 's rights (change of Registrant) is done by rules established by the Contractor. The rules are published on the Contractor's web server.
7.2. On the basis of notification (letter) from the Registrant of a domain name to the Contractor, the rights to the domain name can be transferred to another legal entity or individual, as long as the notification (letter) meets rules and requirements published at the Contractor web-site and there is an Order for the service of change of Registrant and sufficient money in the Contract Account to pay for the service. The notification (letter) form is provided on the Contractor's web site.
7.3. When the Contractor receives a notification (letter) from the Registrant of a domain name requesting transfer of the domain name to another person, as well as a confirmation in the form set by the Contractor from that person confirming their intention to become the domain name Registrant, the Contractor will, within two (2) working days, take the necessary steps for the domain name transfer and notify the previous and new Registrants of this, as long as the service has been paid. At the Contractor's discretion this term could be extended till 30 calendar days.
7.4. The Contractor has the right to nullify the domain name owner change providing that the Contractor has sufficient cause for it.
7.5. Domain name expiration date is not changed as a result of Change of Domain Name Registrant.
7.6. Change of Domain Name Registrant cannot be performed if the domain name renewal is not paid within 30 (thirty) calendar days after the domain name expiration date.
7.7. The service of change of Registrant is considered provided after the information in the "name" or "organization" field of the Registrant object and the Registrant field in the domain name information are modified simultaneously in the Contractor's database.
7.8. Upon domain name transfer to another legal entity or individual (to the new Registrant), the new Registrant shall validate the email address specified in Whois-contact (Registrant type – field “Email”) for the domain name by following the link sent by the Contractor to this address. New Registrant at its own discretion may initiate the dispatch of a message containing a confirmation link in "Manage your account" panel on the Contractor's web site.
7.8.1. If the Registrant fails to validate an email address (fails to perform the actions set forth in para 7.8. hereof) within fifteen (15) calendar days, delegation of the domain name, after registration of which validation is required, will be suspended.
7.8.2. Delegation of the domain name specified in para 7.8.1. hereof will be restored after email validation by the Registrant in the manner specified in para 7.8 hereof.
7.8.3. If the email address specified in para 7.8 hereof has been validated in the manner specified in para 7.8. hereof, as well as during the registration, domain name transfer to another registrar or other actions which require such validation in accordance with the requirements of the Registrar or Registry Operator, re-validation of email is not required.
8. Procedure for Change of Registrar
8.1. Change of Registrar (transfer of a domain to or from another Registrar) can only be initiated by the Registrant. The Contractor may at any time ask the Registrant for a written confirmation of any received request for change of Registrar.
8.2.1. Transfer of domain name sponsorship to the Contractor is performed on the basis of an Order for the service of change of Registrar, so long as there is sufficient money in the Customer's Contract Account to pay for the service. Forms for placing Orders are provided on the Contractor's web server.
Change of the domain name's Registrant performed simultaneously with the domain name transfer is done by sending a formal letter from the Registrant to the Contractor. The letter form is provided on the Contractor's web server.
8.2.2. The Contractor does not guarantee the success of any change of Registrar. If the service of change of Registrar is not provided for any reason, the funds reserved in the Customer's Contract Account to pay for the service will be unfrozen.
8.2.3. After processing of the Order begins, the Contractor will request confirmation of the domain name transfer from the Registrant indicated in the current Registrar's whois data. The request will be sent to the Registrant's contact e-mail addresses specified in the domain name's whois data.
If the Contractor receives the Registrant's agreement to the domain name transfer, the Contractor will initiate the change of the Registrar in the Registry.
In the event of the Registrant's refusal to the domain name transfer or absence of response within five (5) days, the Order will be cancelled. The Contractor will give the Customer notice of cancellation (due to the inability to fulfil the Order) within two (2) working days from the cancellation date.
8.2.4. When the Registry receives the Contractor's request for change of Registrar, the Registry will send a request to the current Registrar of the domain name. Based on the current Registrar's response, the Registry will make its decision and inform the Contractor about it. The process of change of Registrar in the Registry may last for up to seven (7) calendar days.
If the Registry makes a positive decision, the Contractor will, as a result of the change of Registrar, become the domain name's Registrar, the registration period will be extended by 1 (one) calendar year from the date the registration was previously set to end; the total registration period may not exceed ten (10) years. When the domain name's registration expires, the Contractor will undertake its renewal in the Registry in accordance with clause 4 of this Schedule.
In the event of the Registry's refusal to change the Registrar, the Contractor will notify the Customer of the Registry's decision within two (2) working days from the moment the processing of the Order ends.
8.2.5. The Contractor may also refuse a request for the Registrar change in the following cases:
8.2.6. The service of change of Registrar (transfer of the domain name sponsorship to the Contractor) is considered provided after the information about the domain name's Registrar in the Registry is changed to "JSC Regional Network Information Center dba RU-CENTER".
8.2.7. Upon domain name transfer to the Contractor, the Registrant shall validate the email address specified in Whois-contact (Registrant type – field “Email”) for the domain name by following the link sent by the Contractor to this address. The Registrant at its own discretion may initiate the dispatch of a message containing a confirmation link in "Manage your account" panel on the Contractor's web site.
8.2.7.1. If the Registrant fails to validate an email address (fails to perform the actions set forth in para 8.2.7. hereof) within fifteen (15) calendar days, delegation of the domain name, after registration of which validation is required, will be suspended.
8.2.7.2. Delegation of the domain name specified in para 8.2.7.1. hereof will be restored after email validation by the Registrant in the manner specified in para 8.2.7. hereof.
8.2.7.3. If the email address specified in para 8.2.7. hereof has been validated in the manner specified in para 8.2.7. hereof, as well as during the registration, domain name transfer to another registrar or other actions which require such validation in accordance with the requirements of the Registrar or Registry Operator, re-validation of email is not required.
8.3. Transfer of domain name sponsorship from the Contractor to another Registrar
8.3.1. When the Contractor is notified by the Registry of the initiation of change of Registrar, the Contractor will send a request to the Registrant's contact e-mail address specified in the Contractor's database. The Registrant must respond to the Contractor's request for the domain name transfer within four (4) calendar days from the moment of the initiation of change of Registrar in the Registry.
8.3.2. In the event of the Registrant's refusal, the Contractor will give the Registry notice of refusal to transfer the domain name to the other Registrar.
8.3.3. Upon the Registrar's agreement, the Contractor will give the Registry notice of agreement to transfer the domain name to the other Registrar.
8.3.4. In the absence of the Registrant's response within the period set by the Contractor (four (4) calendar days), the Contractor will not respond to the Registry's request and, after five (5) calendar days from the day the Registry's request is sent to the Contractor, the Registry will transfer the domain name sponsorship to the other Registrar.
9.1. The Customer shall timely pay for the services: Landrush and General Availability Registration, domain name renewal, registrant change, registrar change, domain name redemption.
The procedure for payment for services is determined by the Registrar and published on the Contractor's web server.
9.2. Landrush fee for domain name registration under New gTLD Program is given in Pricing (Addendum 1 to Schedule 1/30-1 to the Multiple Services Contract and Addendum 2 to the Multiple Services Contract) and consists of:
9.2.1. gTLD domain name Landrush registration application submission fee.
The application fee depends on a particular Landrush stage specified in para 3.1.1 d) hereinabove and is specified in Addendum 1 to Schedule 1/30-1 to the Multiple Services Contract and Addendum 2 to the Multiple Services Contract.
The exception is second-level .ДЕТИ, МОСКВА, MOSCOW and .TATAR domain names for which applications are submitted free of charge.
9.2.2. Second-level domain name registration fee in gTLD. Payment for domain name registration shall be in parallel with that of the Landrush fee for second-level domain name registration in gTLD. If the domain name is not registered, the full application fee will be totally refunded to the Customer.
9.2.3. Deposit and bid for the second-level .ДЕТИ, .TATAR domain name in the case it was sent to the private auction by the gTLD Registry Operator pursuant to clause 4.4. hereof and pursuant to the documents describing the terms and conditions of auctions, the current version of which is published on the official website of the corresponding gTLD Registry Operator at: http://en.dotdeti.ru/docs.

9.3. General Availability fee for domain name registration under New gTLD Program is given in Pricing (Addendum 1 to Schedule 1/30-1 to the Multiple Services Contract and Addendum 2 to the Multiple Services Contract) and consists of:
9.3.1. The second-level domain registration fee in the respective TLD for one year;
9.3.2. The second-level domain verification fee (for domain names in .BANK TLD).
The verification procedure shall be conducted in accordance with the terms and procedures established by the .BANK Administrator fTLD Registry Services, LLC., the current versions of which are published on https://www.ftld.com/policies/.
The funds specified in Clause 9.3.2 hereof shall not be refunded to the Customer if the domain name does not pass the Registry Operator's verification.
9.4. Paid Order for Landrush domain name registration under New gTLD Program will be submitted to gTLD Administrator and/or Registry Operator for processing at the moment of the start of specific stage of Landrush registration specified in 3.1.1 d) hereinabove.
9.5. Paid Order for General Availability domain name registration under New gTLD Program will be submitted to gTLD Administrator and/or Registry Operator for processing at the moment of the start of General Availability stage, provided the Applicant has met all requirements specified in clauses 3.1.2. and 3.1.3. hereinabove.
9.6. The Contractor provides the Customer with the services after preliminary allocation of funds on the Customer's Personal account. Money that is allocated for the services cannot be used to pay for other services.
9.7. Domain renewal fee, redemption fee, registrant fee, registrar change fee are defined in Addendum 1 to Schedule 1/30-1 to the Multiple Services Contract and Addendum 2 to the Multiple Services Contract.
9.7.1. The renewal fee for .BANK second-level domains is stipulated in Addendum 1 to Schedule 1/30-1 to the Service Agreement and in Addendum 2 to the Service Agreement and consists of:
9.7.1.1. The domain renewal fee;
9.7.1.2. The second-level domain verification fee.
The verification procedure shall be conducted in accordance with the terms and procedures established by the .BANK Administrator fTLD Registry Services, LLC., the current versions of which are published on https://www.ftld.com/policies/.
The funds specified in Clause 9.7.1.2. hereof shall not be refunded to the Customer if the domain name does not pass the Registry Operator's verification.
9.8. There will be no refund for any unexpired period of a canceled domain name registration.
10.1. The service order is made by the Customer on the Contractor's web server in "Manage your account" panel.
10.2. An Order is considered ready for processing and starts processing, if the Customer has on its Account the funds sufficient to cover all services listed in the Order.
10.3. The Customer may cancel the order for the service upon his own initiative prior to the beginning of order implementation.
10.4. After an Order for Sunrise or Limited domain name registration is received, all Orders for Landrush registration of the same domain name in .МОСКВА and/or .MOSCOW will be cancelled. All funds reserved on the Customer's Account to pay for the service will be released.
10.5. After an Order for Landrush domain name registration is received, all Orders for General Availability registration of the same domain name in .МОСКВА and/or .MOSCOW will be cancelled. All funds reserved on the Customer's Account to pay for the service will be released.
10.6. Landrush orders for domain name registration under New gTLD Program have a higher priority than General Availability Orders under New gTLD Program.
10.7. Earlier Landrush orders have a priority in execution to later Landrush orders. The Order that has been generated by the Customer at an earlier stage of the Landrush period is subject to processing by the Contractor.
10.8. Orders submitted on pre-order terms under the procedure defined by Schedule 1/11-8 to the Multiple Services Contract and fully paid at the moment of orders acceptance at a certain Landrush period or at the moment of General Availability orders acceptance have a higher priority in execution.
10.9. Any unpaid Orders for Landrush or General Availability services under New gTLD Program by the start of a certain registration stage in the Registry will be canceled.
10.10. Any unpaid Orders for a particular Landrush or General Availability period under New gTLD Program will be canceled by the Contractor in the event of submission of a paid Order for this Landrush or General Availability period under New gTLD Program.
10.11. The Customer fully agrees that in the event of any dispute concerning the time of the entry of a domain name registration in the Registry Database, the time specified in the Registry Operator's reports shall prevail.
11. Procedure for Transfer to Another Partner of the Contractor
11.1. The Registrant of a domain name may transfer the duty to assist in the registration and renewal of the domain names:
— from the Contractor to the Contractor's Partner
— from one Partner to another Partner
— from the Contractor's Partner to the Contractor.
Such duties are transferred by a formal letter from the Registrant to the Contractor, or by the Registrant's request sent using the Contractor's web interface (the "Manage your account" section, "Transfer to partner" link).
11.2. When the Contractor receives a formal letter requesting transfer of registration duties, it will take the necessary steps for the transfer within two (2) working days.
When the Contractor receives a request for transfer of registration duties sent using the Contractor's web interface, the Contractor will take the necessary steps for the transfer within one hour after the request is received.
The Contractor will notify the Registrant and the Partner of the changes via the standard communication channel.
