Why is mandatory identification being introduced?

Deputy Minister of Digital Development of Russia Alexander Shoitov explained the new measures as follows: “We are not introducing restrictions and requiring authorization and identification by various means without reason. This is done to limit threats to the security and stability of the internet, protect data security, and combat fraud.”
