Whois-contact — contact information about the registrant of a gTLD or non-Russian ccTLD (.net, .com, .tel, .tv, .cc, etc.), which will be available for viewing in the public service Whois. This is a requirement of the international organization ICANN, which coordinates the Internet Domain Name System. ICANN blocks domains with inaccurate or incomplete contact information.
Whois contacts are used in the process of transferring a domain between registrars. The new registrar will send notifications to the administrative contact address listed in Whois service (Admin Email), if available.

Rucenter sends notifications about renewal, payment and maintenance of domains to the contact addresses specified in the contract form, and not in the Whois contacts.
Whois contact can be created during the gTLD and non-Russian ccTLD order placement or before registering a domain in user profile → Account → Whois contacts.
When creating a Whois contact, the registrant (type — registrant) and contact persons for administrative and technical issues (type — contact) are specified. Under the agreement, the following may be registered:

To update the email address or phone number in your Whois contacts:
To change the email address in a Registrant Whois contact, the operation must be approved from both the old and new email addresses. Confirmation emails will be sent to both addresses. You must click the Confirm Email Change link in each message within 7 calendar days, or the request will be canceled.
If the old email address is no longer accessible and you cannot receive the confirmation email, choose the SMS confirmation option. To do this, after updating the email address in Account → Whois Contacts, select I don’t have access to the old email. A confirmation code will be sent via SMS to the phone number listed in the Whois contact. The update will be completed once you confirm via SMS and click the link sent to the new email address.
